System Performance Report

The System Performance Report is Chelan-Douglas Transportation Council’s (CDTC) annual documentation of the region’s progress towards meeting highway and transit system performance targets, and any revisions to performance targets, as defined by the Washington State Department of Transportation (WSDOT) and Link Transit. The performance measures defined in this report are not synonymous with CDTC’s policies and measures used for identifying transportation system deficiencies in the Regional Transportation Plan. The report will be updated every January (click image to the left to view current document).

The Federal Highway Administration (FHWA) policy articulated in the Moving Ahead for Progress in the 21st Century Act (MAP-21) established a framework for state departments of transportation, transit providers, and metropolitan planning organizations to measure, set targets, and track the performance of the transportation system. CDTC defers to WSDOT and Link Transit for the development of methods and targets for tracking system performance as they are the lead agencies for stewardship of their respective transportation system performance measures. CDTC still has a commitment to support the targets established by WSDOT and Link Transit and has adopted Resolution 6-2020: Establishing Regional Transportation System Performance Targets, consistent with WSDOT state-wide targets for highway safety, infrastructure condition, and travel time reliability; and to establish performance targets for transit asset management and safety, consistent with targets defined by Link Transit.
